How do you suggest we provide help to the industry so their members can adopt BIM?

I represent a government organization to assist companies to adopt new technologies. If we don't have the financial resources to help every company, how do you suggest we provide help to the industry so their members can adopt BIM?
Rex Miller, author of The Millennium Matrix : You may need to consider grant money and make a case based on the social benefit derived from firms in your sector learning, having and using BIM technology. You may also want to consider a co-op where firms have a convenient site to share or there is a host firm and they go together to acquire the software and training.
