RSMeans Cost Engineering

Means Business Solutions engineers and analysts uses the latest data mining and analytics methods to access RCD/Means proprietary reference cost databases. Analysis and special studies are available to facility owners, capital planners and facility engineers for developing budgets, analyzing local markets, determining first costs, downstream costs, and monitoring life cycle and sustainable practices within the building portfolio.

A flagship account with the US Army Corps of Engineers now in its fifteenth year offers an international cost perspective for 200+ international markets and 300+ US markets. Federal clients include DOE, BLS, FEMA, Pentagon and the VA Healthcare System – all clients managing extensive building portfolio inventory. Means participates in standards monitoring for cost engineering with ASTM. RCD/Means participates in association with AIA, CFMA, COAA, CJE, APPA and NASFA.

Conceptual Cost Modeling – as practiced by RSMeans to determine for various building types a square foot/assemblies estimate for various building types at +-20% variance to actual cost. This activity is an initial step to a unit price estimate which produces a +-5% variance. With its proprietary cost estimating database and 80+ generic building model library, Means develops parametric cost models based upon actual building specifications in the client portfolio. Results are deployed in Means Cost Works™ an estimating system to monitor estimates at various stages. Clients include hotel corporations, health systems, retail stores, government agencies and chain restaurants, i.e., any organization building repetitive designs in multiple locations.

Evidence Based Design – Originating in the hospital industry, this trend will migrate to other sectors as a result of green and sustainable practices. A central theme of evidence based design is positive clinical outcomes occur faster (thus reducing patient length-of-stay ) if there are design features that impact healing, such as wall art, healing gardens, windows, daylight, etc. As this method becomes established it will cross markets into libraries, schools and government buildings. Means offers functional space planning design and cost modeling for capital intensive areas.

BIM/Integrated Project Delivery – It is well documented that billions of dollars of financial waste occurs with change orders, cost overruns and construction litigation. These will be significantly reduced as the promise of Integrated Project Delivery (IPD) transforms architecture and construction management practices. IPD makes business process sense and involves various parties earlier (e.g. owners, architects, engineers, estimators, facility engineers, contractors and subcontractors) in planning and design. Means offers cost monitoring and third party cost validation studies to owners phasing-in IPD processes. Parametric object design and cost modeling is also available for BIM applications specific to the client’s functional building areas.

Sustainability, Energy and Carbon Reduction - An Executive Order on High Performance Buildings for federal agencies established policy in October 2009 and sets the standard for adoption of sustainable practices in public buildings. Essential to this policy adoption is life cycle cost engineering including Means Facility Reference Cost Database for operations metrics and maintenance costs.
