Sensitive approach to finding work after a disaster

Recent fires in California have displaced many families from their homes. While concerned for their welfare, my company would also like to find work helping them rebuild. Any advice on how to approach displaced families with sensitivity would be greatly appreciated. Or should we randomly call insurance companies instead and hope to find one that covers a displaced family in our area? What is the smartest way to approach insurance companies in this situation so that we have a good chance of landing a job? Any advise on special considerations for managing projects with two clients: the homeowner and the insurance company?

It is really very sad. But as I think using a better cement in construction can save homes from earthquakes or a better cement can save from big incident.

if an area is hit with a disaster, move in an volunteer to help with some initial clean-up.  This will allow you to get your foot in the door and build personal relationships with the local people.  Once it comes time to start rebuilding, you should have a leg up.
