Federal incentives for sustainable design and resource conservation ?

In a January 24, 2008, letter to Congress, the American Institute of Architects (AIA) is advocating green incentives for homeowners, building owners, small businesses, retail establishments and education facilities. Would are your thoughts about legislation that would provide tax credits, deductions, and grants, similar to the 1976 Federal historic preservation tax incentives program?
