Spending for new residential construction fell 6.1% in January which is a 60% annual rate of decline. After three years of recession some homebuilders can no longer wait for a market rebound. A large share of first time buyers lack the cash, the credit or the confidence to purchase, reports Jim Haughey, chief economist for Reed Construction Data.
