The "General Requirements" section of the CSI MasterFormat is used as the clearinghouse for items that do not apply directly to construction, the cost of which are customarily spread out over the entire project. These costs are also referred to as project overhead.

Tips on Estimating General Requirement Costs from RSMeans

When figuring general requirements, do not include the salaries of the project managers or any other personnel who are not directly site-related. Always allow for cleanup in the estimate and always visit a proposed site. Do not rely on someone else's judgment unless statements in the contract require it.
